Introduction
This article explains Meta's content policies and delivery requirements for music made available on Facebook and Instagram via FUGA. It outlines the eligibility criteria for rights holders, the function of Meta’s two key delivery feeds, and lists content types not accepted by Meta.

Overview of Meta Delivery Channels
Music distributed to Meta platforms (Facebook and Instagram) is delivered through two distinct Digital Distribution feeds:
- Facebook Fingerprinting Feed: Supplies reference files used for automatic audio matching against User-Generated Content (UGC) uploaded by platform users.
- Facebook Audio Library Feed: Supplies music tracks that are discoverable and directly usable within Meta’s suite of products, including Reels, Stories, and other in-app media tools.
For content to be accessible across all of Meta's products and functionalities, delivery to both feeds is required.
Rights Eligibility Requirements
To deliver content to Meta via FUGA, rights holders must meet the following conditions:
- You must own and/or control exclusive rights to the sound recordings in all applicable territories.
- All delivered content must be cleared for both:
- UGC fingerprinting and detection (via the Facebook Fingerprinting Feed), and
- End-user availability (via the Facebook Audio Library Feed).
Submissions that do not meet Meta’s rights requirements may be rejected from delivery.
Ineligible Content Types
Meta has specified several types of content that are not permitted for delivery. FUGA will block delivery attempts containing any of the following:
- Sound Effects (SFX)
- Spoken Word / Speech (including poetry, monologues, or dialogues)
- Podcasts / Radio Shows / Album Commentary
- Sound-a-likes (tracks that imitate recordings without proper licenses)
- Illegitimate Tracks (e.g., fraudulently sourced content)
- Unauthorized DJ Mixes or Continuous Mixes
- Production Library Music (library catalogues intended for synchronisation or scoring)
- Public Domain Works
- Insufficiently Distinct Recordings (e.g., white noise, static, indistinguishable loops)
- Ambient, Meditation, Yoga or Sleep Music
- Karaoke Recordings
Note: Meta may update its ineligibility list or content evaluation criteria without prior notice. Rights holders should monitor delivery status and review policy updates accordingly.
