This article explains the process of allowlisting (pre-approving specific pages, channels, or profiles to share music administered by FUGA) across major User-Generated Content (UGC) platforms. You will learn the platform-specific requirements for YouTube, SoundCloud, Meta, and TikTok, and how to submit requests to ensuring content is not blocked, muted, or claimed by a Fingerprinting system.
General Requirements and Limitations
When music is delivered to fingerprinting Digital Service Providers (DSPs) via the FUGA Interface, automated systems identify and claim videos using your audio to ensure correct monetization. Allowlisting is the process of safeguarding specific accounts or videos from these claims.
Demonetization: Once a page, channel, or video is allowlisted through any DSP, revenue from those views will no longer be collected by your organization.
The 60-Second Rule: Per licensing agreements with TikTok, Meta, and YouTube, licensed audio cannot exceed 60 seconds in duration. Any video using a sound longer than one minute will be blocked or muted automatically by the platform. This is a platform-level restriction and cannot be bypassed via allowlisting.
TikTok
To ensure rights are properly cleared for commercial posts, TikTok requires commercial accounts to register as business accounts. Business profiles do not have access to general library sounds unless the audio has been pre-cleared for commercial use via the Commercial Music Library (CML) or through a direct license with the rightsholder.
Allowlisting is only required if:
a track has been licensed for use by a business or brand on TikTok;
a creator account is utilizing product links (such as TikTok Shop) alongside copyrighted audio, as these are classified as commercial uses.
Please note that allowlisting is intended solely for commercial permission and does not bypass standard platform-level licensing policy blocks.
Non-commercial users, such as standard artist or creator profiles, do not require allowlisting to use delivered music for content under 60 seconds.
Meta (Facebook & Instagram)
Music is automatically made available in Meta’s audio library and is set to "Monetize" by default. Pre-release content is temporarily set to "Block" by the platform until the official release date, regardless of your settings in the FUGA Interface.
Pre-release Allowlisting: If an artist or partner plans to share music before the official release date, you must submit the International Standard Recording Code (ISRC) and profile URL in advance to ensure usage is not blocked.
Limitations: Allowlisting on Meta is not retroactive. Claims on content posted before the allowlist effective date will remain and must be released on a case-by-case basis. Additionally, Facebook limits the duration of music in video uploads; exceeding this limit results in an automatic mute.
YouTube
FUGA delivers your music to YouTube’s Content ID system. By default, FUGA applies a "Monetize" policy, which allows your music to appear in user-generated videos and claim ad revenue without blocking uploads.
YouTube allowlisting is based on confirmed rights. There is no requirement for a channel to have a specific subscriber count or Official Artist Channel (OAC) status to be eligible.
Licensease
Licensease (developed via Adrev Legacy) is a FUGA-proprietary automated claim release tool. All FUGA clients receive access to the Standard version of Licensease. This tool allows you or your clients to manage License creation directly, provided there are confirmed rights to use the track(s) on the channel. Key features include:
Automate Claim Releases: This platform allows any claims that appear from your catalog will automatically be released.
Manual Release: It gives you the ability to manually release claims and multiple other features.
SoundCloud
Content delivered via a Digital Distribution deal is automatically registered in SoundCloud Content ID and blocked for third-party uploads.
Allowlisting is required if you have a promotional partner that needs unblocked access or if you manually upload content and wish to avoid conflicts with the official feed delivery.
Manual uploads are permitted but will require a Manual Monetization Request submitted to FUGA Support or your FUGA representative to be eligible for monetization.
How to Submit a Request
To request an allowlist for Meta, TikTok, or SoundCloud, or to request access to Licensease for YouTube, contact your FUGA representative or reach out via our support channel (support@fuga.com) with the following details:
UGC DSP: (e.g., YouTube, TikTok, Meta, SoundCloud)
Link or ID: (e.g., Channel URL, Video URL, or Handle)
Assets: (e.g., ISRCs or Universal Product Code (UPC))
Reason: (e.g., "Official brand partnership" or "TikTok Shop promotion")
Time Period: (A start date is required; an end date is optional)
Territories: (Specify where usage is permitted)
Once these details are submitted, the Support team will manage the internal network settings required to exempt the account.
